RCEP Members Launch Regional EV Supply Chain Collaboration Initiative

Member states of the Regional Comprehensive Economic Partnership (RCEP) announced a landmark collaboration framework focused on building an integrated electric vehicle (EV) supply chain during a high-level forum held in Southeast Asia. The initiative, endorsed by 12 participating economies, aims to harmonize standards, share technological resources, and optimize logistics networks to accelerate the region’s transition to low-carbon transportation.​
According to official statements, the framework will prioritize three key pillars: localized manufacturing capacity, battery supply chain resilience, and charging infrastructure connectivity. Under the plan, member countries with advanced EV technology will provide technical training and knowledge transfer to emerging markets in the region, while resource-rich nations will facilitate sustainable sourcing of critical minerals such as lithium and nickel. This collaborative model addresses the fragmented nature of current regional supply chains, where varying regulations and production capabilities have hindered scalability.​
Data presented at the forum highlighted the urgency of such cooperation: RCEP economies collectively account for over 40% of global EV sales, but cross-border component trade faces an average of 12% tariff barriers in non-harmonized sectors. The new initiative aims to eliminate these barriers by 2027, with a target of increasing regional EV parts localization to 65% from the current 42%.​
Notably, the framework includes a joint research program for battery recycling technologies, led by a consortium of academic institutions and industry bodies across the region. Malaysia, leveraging its semiconductor manufacturing base, will lead efforts to integrate smart chip technology into EV batteries for improved efficiency and safety. Thailand and Vietnam, meanwhile, will focus on developing low-cost charging solutions tailored to urban and rural settings.​
“The RCEP EV supply chain initiative represents a paradigm shift from competitive to collaborative growth,” said a representative from the association. “By aligning our strengths, we can not only meet our respective carbon neutrality goals but also establish the region as a global hub for sustainable mobility innovation.” The first phase of the project, involving pilot manufacturing partnerships and cross-border charging trials, is set to launch in early 2026.
